Should the 'Oldest Profession' in the world be legalized for the workers and clients safety?

Amsterdam has kept the worlds "Oldest Profession" legal, with workers health and safety as top priority. Should it be legalized world wide to protect the workers since trying to get them to stop doesn't work?
