In both of the Papers: Paper 1 and Paper 2 consists of compulsory Language-1 and Language-2 portions, and CBSE has provided the Instructions for each Langauge:

Re-read the first instructions:
The Test items in Language I will focus on the proficiencies related to the medium of instruction.
Our Tip: Proficiency means "Skilfulness in the command of fundamentals deriving from practice and familiarity"
As clear in Above Instruction, Whatever Language a Candidate is choosing as Language-1, he/she must have there fundamentals clear, and having a lot of practise of Language-1 subjects since "practise greatly improves proficiency"!
Normally, Hindi and regional language is largely preferred our country as Language-1.
Now, Re-Read the Next Instruction Carefully:
The Test items in language II will focus on the elements of language, communication and comprehension abilities.
Our Tip: Element means "An abstract part of something" e.g. "the grammatical elements of a sentence".
Hence, Normally the Language-2 is second Language we taught till our childhood or our personal interest! For Hindi Medium Schools, most probably it is English, for Telugu Medium, most probably it is English or Hindi , for English Medium Schools, it may be Hindi or regional language ... like on etc.
Next Instruction is very simple:
Language II will be a language other than Language I.
Our Tip: The online system will not allow the candidates to choose both languages same.!
Final Instruction:
A candidate may choose any one language as Language I and other as Language II from the available language options and will be required to specify the same in the Confirmation Page.
